ECONOMISTS described the revised economic growth outlook announced by Prime Minister Datuk Seri Najib Razak on Thursday as a bit bearish, with many saying the worst is probably over for Malaysia.

Najib, who is also finance minister, on Thursday said the economy will shrink further to between -4 per cent and -5 per cent from its previous forecast of between -1 to 1 per cent forecast.

The government announced on Tuesday that Malaysia’s gross domestic product (GDP) for the first quarter of 2009 contracted by 6.2 per cent, the sharpest decline since the Asian financial crisis a decade ago.

Citi economist Kit Wei Zheng says although the official GDP forecast range may be downgraded, the economy may be at or past the bottom .

“While the official GDP forecast will likely be downgraded, this will likely be a technical adjustment to the weak first quarter print, rather than a fundamental change in view about the profile of the recovery,” he said.

Citi has revised its GDP forecast for 2009 to -3.4 per cent and 4.8 per cent for 2010, on the assumption that the economy has bottomed.

It also confirmed that Malaysia was now in a technical recession.

Describing the new official figures as bearish, Robert Prior-Wandesforde, who is senior Asian economist of HSBC Bank, still holds on to his V-shaped recovery for Malaysia this year.

He said the effects from the highly-synchronised fiscal stimulus and monetary policies around would lend a boost to Malaysia’s economy in the second half.

HSBC expects the GDP to contract by 3.5 per cent this year although it will require seasonally adjusted quarter-on-quarter rises of at least 2 per cent over each of the next three quarters.

Standard Chartered Bank’s Southeast Asian economist Alvin Liew said what the declines in manufacturing output and export performance will continue in the next few more months, it would be “less ferocious than the first quarter”.

Insurance group MAA Holdings Bhd (1198) may ask shareholders for RM100 million to boost its capital level, in what would be its first rights issue in 20 years.

However, chairman Datuk Tunku Ya’acob Tunku Abdullah said the board was still deliberating on the options.

“Obviously, in the longer term we have to plan for MAAH on what will be the ideal financing structure,” he said after a shareholder meeting in Kuala Lumpur yesterday.

MAAH hopes to finalise this by the year-end once the sale of its general insurance division to AmGeneral Insurance is concluded.

The group is topping up capital to comply with new rules that came into force this year. Under the rules, insurers must set aside capital in tandem with its assets’ risks. Basically, it must keep more capital for riskier assets and vice versa.
It also wants to halve a RM200 million five-year debt. Repayment for the medium-term notes will start next year.

In addition, MAAH wants to sell non-core businesses.

The group runs a security services company, a car park operator, a multi-level marketing company and a restaurant, among other things.

It may also consider strategic partners for its overseas operations to preserve cash to build its local ventures.

Tunku Ya’acob said that MAAH will need more money here since Bank Negara Malaysia has raised the capital requirement for insurance companies.

“So, where previously the money will be used to expand overseas, the scenario has now changed whereby we will require the money for Malaysia. Therefore, we have to sacrifice the expansion of our overseas interest to make sure we comply with all the requirements in Malaysia.”

MAAH has been reeling from solvency issues that have seen it in the red since 2007.

It is now selling its general insurance business to AmG Insurance, a subsidiary of AMMB Holdings Bhd, for RM254.8 million.

Over the years, MAAH’s insurance unit has expanded operations through MAA International Assurance Ltd, the offshore insurance arm of the group.

In Indonesia, it has a life insurance subsidiary, PT MAA Life Assurance, and a general insurance subsidiary, PT MAA General Assurance. In the Philippines, it has a general insurance associate company, MAA General Assurance Philippines, Inc, and a mutual fund subsidiary, MAA Mutualife Philippines, Inc. Its associate unit in Australia, Columbus Capital Pty Ltd, deals with retail mortgage lending and loan securitisation.

MAAH chief executive officer and group managing director, Muhamad Umar Swift, said it was business as usual and the group was open to any beneficial tie-ups.

“We have invested a lot in these operations and are looking for strategic partners that can take us to the next capital level to expand,” he said.

A sharp rise in Japan’s industrial output is boosting hopes of a recovery in the world’s second-biggest economy even as government figures yesterday showed unemployment had reached a five-year high.

While companies are starting to bet on an economic upswing, Japan’s worst post-war recession is still impacting the world’s number two economy through job losses and falling prices, the data show.

Factory output in April rose 5.2 per cent on the previous month, the fastest monthly jump in more than half a century and far above market expectations for an increase of around 3.3 per cent, the trade ministry said.

The second monthly increase in a row fuelled hopes that companies have run down most of their stockpiles and will keep ramping up production.

Manufacturers forecast that output may rise 8.8 per cent in May and 2.7 per cent in June, raising hopes for a rebound in Asia’s biggest economy.

“This part of the data is very positive,” said Shinko Research Institute economist Norio Miyagawa, saying the data suggests “output will likely remain firm this year.”

Naoki Murakami, Monex Securities chief economist, said in a report that “it is possible that the production index will bounce back to late-2008 levels by the summer in a nearly V-shaped recovery.”

However, new figures also showed that the effects of the global downturn are still impacting Japan by driving up unemployment, depressing household spending and bringing a return to deflation.

Japan’s seasonally adjusted unemployment rate rose to 5.0 per cent in April from 4.8 per cent in March - the highest since November 2003, said the Ministry of Internal Affairs and Communications.

PROTON Holdings Bhd (5304) posted a net loss of RM320.34 million for the year ended March 31 2009, reversing the RM184.55 million net profit recorded in 2008.

The loss was largely because it had to write down the value of its property, plant and equipment (PPE) and inventory, Proton said in a statement yesterday.

Group revenue, however, increased to RM6.49 billion from RM5.62 billion previously.

Chairman Datuk Mohd Nadzmi Mohd Salleh said the performance was reflective of the global economic conditions.
“The main reason for the loss was due to Proton’s decision for the impairment of PPE and inventory writedown for certain models impacted by volume contraction.

“Additionally, the results for the second half of the financial year have also been adversely affected by the accelerated amortisation of certain dies and jigs as well as the increased costs of components and raw materials arising from higher foreign currency exchange rates, particularly, the yen and the US dollar,” he said.

Proton is reassessing its production volume in view of the current economic slowdown.

Managing director Datuk Syed Zainal Abidin Syed Mohamed Tahir said Proton’s balance sheet remains healthy.

Group cash reserves stood at RM899.5 million, down from RM1.17 billion last year, because it spent money to develop new cars.

“We spent a substantial amount on the development of new models such as the Proton Exora and Lotus Evora during the year. While this had affected our cash reserves, we will be able to recover when the cars are sold,” Syed Zainal said.

Bookings for the Exora has already reached 11,000 units, he added. Proton is on track to launch the Exora in Indonesia in July.

The company has put into place a strategic plan to focus on building its export markets.

CELCOM (Malaysia) Bhd, the country’s second largest mobile operator, has launched a new mobile broadband prepaid package aimed at travellers arriving at the KL International Airport in Sepang.

Dubbed “Celcom Mobile Broadband Airport Limousine”, it offers a ready-to-use mobile broadband package without the need for customer registration in collaboration with Airport Limo (M) Sdn Bhd, which operates taxi services to and from the airport.

Celcom chief marketing officer Chee Pok Jin said the company is spending under RM1 million to introduce the new package over the next six months, and aims to sign up 400 customers per day.

“We want to provide affordable Internet connection to frequent flyers to the country as some hotels charge as much as US$30 (RM105) for Internet connection. We want to be the broadband choice for tourists upon their arrival,” he said in Sepang yesterday.

“This ready-to-use broadband package will allow customers to enjoy extensive nationwide coverage and high-speed connectivity at affordable rates,” he added.

During the promotion period, Airport Limo drivers will act as Celcom’s ambassadors, introducing and answering customer queries on the product, besides selling the broadband package and other prepaid products under Celcom’s stable.
